- Rental contract or proof of current usage relationship specifying the total usable area
- Certificate of any occupational disability (from 80%)

- Divorce decree or settlement copy (if relevant)
- Proof of imminent or occurred involuntary loss of housing
- Insurance data extract from the Austrian social insurance (for residents outside Graz)

The guideline for the allocation of municipal apartments supports students with limited access to the housing market by providing needs-based, unlimited-term, and commission-free municipal housing in Graz. It is aimed at students aged 18 and over seeking accommodation, whose household income does not exceed specified upper limits and who do not possess any realizable assets. Thanks to unlimited budgeting and continuous eligibility for funding, the program allows for sustainable security of housing supply in the Styrian state capital and financially relieves those affected by offering affordable rents in modern new buildings or renovated old buildings with good public transport connections.
Applications can be submitted at any time, provided that residence or professional activity in Graz has been proven for at least one year (or a total of 15 years) and a valid proof of enrollment is presented. Requirements include Austrian, EU/EWR, or Swiss citizenship, or an unlimited asylum or permanent residence status, as well as an annual net household income below 49,600 euros (single-person household) up to 94,110 euros (five-person household) plus 6,570 euros per additional person. The application must include a photo, photo ID, enrollment confirmation, income proofs, a copy of the rental contract, and, if applicable, evidence of reduced earning capacity, disability, imminent loss of housing, or pregnancy, as well as the signed integration declaration. This ensures that the City of Graz allocates municipal apartments in a targeted and transparent manner to socially disadvantaged students.
