Description

The ELER Flood Protection 2023–2027 program in Brandenburg supports investments aimed at securing and improving preventive flood protection. Companies, public institutions, and cooperatives with an operational number in Brandenburg can implement projects such as the construction and reinforcement of dike systems, the relocation of dikes, or the establishment of retention basins. 100% of eligible expenses up to a project duration of 60 months are covered as a grant. A wide range of costs are covered, from engineering reports (HOAI phases 1–4) and construction measures to land acquisition and personnel expenses, while maintenance, mobile protective walls, or double funding are excluded. Eligible applicants include agricultural and forestry enterprises, municipalities, or water associations, provided they are members of the ELER funding area and their project is part of a statewide flood protection concept. The funding rate is up to 100%, with the actual grant amount depending on the scope and urgency of the project.

Applications are submitted digitally via the IAP portal, without the need for program installation, and require a BNR-ZD with two-factor authentication. Documents such as site assessments and planning documents from HOAI phases 1–4, as well as proof of official approvals, must be attached. Review and selection rounds take place continuously, with no fixed deadlines. Urgency, technical suitability, and sustainability criteria are included in the evaluation, ensuring that particularly vulnerable sections are prioritized. With 100% federal-state financing, support from the State Office for Rural Development, and continuous application rounds, the program offers a straightforward opportunity to promptly implement municipal and operational flood protection measures and to better protect Brandenburg from extreme events in the long term.
