Description

In Lower Saxony, recognized independent and public providers of youth welfare receive funded grants for operational qualification, educational, and socio-pedagogical measures in youth workshops. The objective is the stabilization, social integration, and vocational preparation of young people with integration obstacles as well as special socio-pedagogical support needs. Participants are adolescents and young adults between 14 and 26 years of age who have fulfilled compulsory schooling and are currently unemployed; in individual cases, school-age youths may also be included. The program offers grants from the European Social Fund Plus (ESF+) and covers up to 90% of eligible expenses. Project duration and approval periods are each 33 months, with funding amounts of up to €466,000 (01.07.2022–31.03.2025) and up to €478,000 (01.04.2025–31.12.2027), respectively.

A prerequisite for a successful application is the professional and administrative suitability of the providers as well as proven experience in labor market-related youth social work. A minimum capacity of 16 places is required, with a maximum of six places reserved for school-age youths. Additionally, at least one full-time position for socio-pedagogical specialists must be filled, and the overall financing of the measure must be secured. Eligible expenses primarily include personnel costs for educational and counseling staff as well as a residual cost lump sum of 40% of eligible personnel expenses. Project selection is based on criteria such as the suitability of measures, demonstration of need, and compliance with established quality standards. Funding applications can be submitted continuously via the NBank customer portal; innovative projects are considered according to separate funding calls. Required documents include, among others, project description, personnel planning, instructions for personnel deployment, ESF+ activity description, declaration on electronic document archiving, and the EU Charter of Fundamental Rights.
