Description
Since 2023, the program has continuously promoted measures for heavy rain preparedness in Brandenburg and is specifically aimed at cities, municipalities, as well as municipal non-commercial enterprises with headquarters or branches in the state. With a grant share of up to 80% of the eligible total expenses and funding amounts ranging from €20,000 to €2,000,000, both conceptual action plans and technical and structural measures are supported. Funding covers the development of inventory and risk analyses, the creation of heavy rain hazard maps, the development of tailored measure packages, as well as their implementation, for example through swale-trench systems, green retention basins, or erosion protection. Inter-municipal exchange of experience and knowledge transfer are also part of the program to sustainably disseminate best practice approaches. Projects must not have started at the time of approval and must not be subject to the wastewater disposal obligation (§ 66 LWG).
Applications can be submitted continuously until no later than December 31, 2027, via the ILB customer portal. The Investment Bank of the State of Brandenburg (ILB) handles the administrative processing, while the Ministry of Agriculture, Environment and Climate Protection conducts the technical evaluation. For eligible construction measures exceeding one million euros, an additional technical review is carried out by the Brandenburg State Office for Construction and Transport (BLB). Eligible costs include personnel expenses, project-related material and investment expenses, as well as flat-rate indirect costs (3% of direct expenses). The initiative makes an important contribution to climate-adapted and resilient infrastructure in public spaces and strengthens municipal capacity for action in climate change.
