Funding objective

The purpose of the funding is the co-financing of a federal grant in accordance with the Gigabit Directive 2.0 for the expansion and operation of high-performance broadband supply networks, in particular to close profitability gaps and implement operator models by municipal authorities.

Description

The State Co-Financing for the Federal Gigabit Directive 2.0 is aimed at municipal authorities in North Rhine-Westphalia, including districts, cities, municipalities, and municipal associations. As a complementary state funding, it supplements the federal grant under the Gigabit Directive 2.0 and aims to close economic viability gaps and implement independent operating models. Applications can be submitted continuously after a legally binding federal decision has been issued, either provisionally or definitively. Funding is provided primarily for expenses in accordance with the federal decision, civil engineering works, as well as the outfitting of empty conduits with unlit fiber optic cables or their concurrent installation during other earthworks.

The state funding rate is generally 30% of eligible expenses, increasing up to 40% for financially weak municipalities. The financial situation of the municipality—such as a balanced budget or a budget consolidation plan—is taken into account in the evaluation. A flawless status of the federal decision and a solid municipal financial situation are prerequisites. For application submission, the completed application form, proof of the binding nature of the federal decision, and, if applicable, the declaration of the treasurer(s) regarding the allocation of the municipal share and cooperation evidence are required. The program aims to promote high-performance broadband networks throughout NRW to sustainably strengthen digital infrastructure and build future-proof network structures.
