Municipal Integration Management (KIM)

The Municipal Integration Management strengthens municipalities in North Rhine-Westphalia through targeted funding of personnel and material costs. The goal is a sustainable integration of strategic management, individual case management, and the legal consolidation of integration work within foreigner and naturalization authorities. By operating additional coordination and administrative assistant positions, synergies are promoted within municipalities and between neighboring local authorities. Additionally, the funding supports the provision of workplace equipment and training measures to ensure professional support for immigrants and to further expand the joint commitment to social cohesion and democracy at the local level.

Eligible for funding are public institutions – especially municipalities with their own foreigner and/or naturalization authorities or with Municipal Integration Centers. Municipalities belonging to a district can apply for an additional coordination office through the responsible district, provided that a foreigner authority, youth welfare office, and integration council are present. Up to €57,000 per coordination office is granted annually, plus funds for administrative assistant positions (up to €22,500), as well as flat-rate subsidies for workplace equipment (up to €5,700), event formats (up to €5,000), and measures to improve interfaces (up to €10,000). Part-time positions under 0.5 full-time equivalents are not eligible for funding. Applications must be submitted by the end of October via the web-based specialist procedure and must include a concept based on the statewide action plan to clarify the interfaces. The Arnsberg District Government, as the funding agency, provides the funds in lump sums and in two payment installments, aiming for a long-term consolidation of municipal integration structures.
