The state of North Rhine-Westphalia supports municipalities and municipal associations in improving their administrative framework conditions to adapt to the consequences of climate change. Funding is provided for the establishment of administrative structures, the implementation of climate adaptation processes within the framework of quality management, certification procedures, as well as participation in pilot projects for the redevelopment of such systems.

Description
The funding procedure "Municipal Quality Management and Certification Procedure for Climate Change Adaptation" of the Ministry for Environment, Nature Conservation and Transport of the State of North Rhine-Westphalia is aimed at public institutions, particularly municipalities and municipal associations in North Rhine-Westphalia. It supports measures in the fields of energy efficiency & renewable energies, infrastructure & urban development, as well as climate protection, and promotes the ongoing implementation of quality management processes for adaptation to the consequences of climate change. The goal is the establishment and optimization of administrative structures, the execution of certified adaptation processes, and participation in pilot projects. As a grant, up to 80% of eligible expenses can be covered, up to a maximum of €55,400. Applications can be submitted at any time to the District Government of Arnsberg, and the project duration is up to 48 months.
Funding is provided for external consulting services, the establishment of new administrative structures, the systematic implementation of quality management processes, as well as participation in pilot projects for the redevelopment of certification systems. Prerequisites include a resolution by the municipal representative body, a positive assessment by the responsible ministry, and the selection of external consultants through an open, non-discriminatory procedure; project commencement prior to application submission is excluded. Evaluation criteria include the quality of the project concept, the professional composition of the interdisciplinary team, the sustainability of the measures planning, and compliance with the requirements of the Climate Adaptation Act. For application submission, among other documents, the resolution protocol, a detailed project concept description, and the application form for recognition of the quality management process must be provided.
