Description
The State Program Economy 2021–2027 supports investments in the construction, replacement, and modernization of port infrastructures in seaports and inland ports of Schleswig-Holstein with GRW and state funds. Municipalities, municipal special-purpose associations, and, in individual cases, private port owners can receive grants covering 60% to 90% of eligible expenses. Funding is provided not only for quay facilities and port basins but also for access infrastructures such as road connections, water and energy supplies, as well as dredging, provided these serve the future non-discriminatory access of all users. The funding amount and rate are determined individually based on a thorough cost-effectiveness calculation; in C-funding areas and for investment measures with special climate protection or cooperative orientation, increased funding rates are possible. Each project must be applied for electronically via the service portal in good time before construction begins. The project duration is generally 36 months, with usage and employment commitments of fifteen and five years, respectively. Selection is carried out by the Investment Bank Schleswig-Holstein (IB.SH) within a continuous procedure based on transparency and economic efficiency criteria.
The program is intended in particular to strengthen the regional economy, secure jobs, and promote sustainable structural change. Through the targeted development and modernization of port locations, environmental protection standards are raised, transport modes are efficiently networked, and supply chains to and from the water are secured. IB.SH provides all forms, guidelines, and funding areas on its website. Upon completion, verification through proof of use and evaluation of employment effects takes place. Reporting on the granting of funds is regularly conducted at the state and federal levels to document the impact of the funding and ensure ongoing optimization.
