Description
LEADER is an EU funding instrument aimed at strengthening rural development in Germany and Austria. At its core are Local Action Groups (LAGs), which, together with interest groups, associations, businesses, public institutions, and private individuals, initiate and implement projects. Projects are supported in the thematic areas of regional development, agriculture & rural development, culture & media, infrastructure, and urban planning. Grants covering 50% to 90% of eligible total costs (e.g., personnel expenses, material and travel costs, infrastructure measures, and event costs) are intended to advance transformation processes that preserve and improve the quality of life in rural areas. The goal is to build regional economic cycles, strengthen cultural infrastructures, and enhance social cohesion. Projects must be implemented in designated LEADER regions and correspond to the local development strategy of the respective LAG. Retroactive costs, debt repayment, or real estate acquisitions are not eligible for funding.
The project duration extends up to 36 months. When applying, a project description, a financing plan, proof of compliance with the local development strategy, and quotations must be submitted. Selection is based on criteria such as innovation content, contribution to the local development strategy, networking of local actors, sustainability aspects, and cultural relevance. Current application deadlines are announced by the LAGs on site. Continuous coordination between applicants and regional funding advisors ensures the suitability of project proposals. LEADER thus enables bottom-up processes that promote the autonomous development of rural regions and foster diverse local partnerships. Interested municipalities, associations, businesses, and civil society organizations are invited to anchor their project ideas within the established LAG structures.
