Measures in the Other State Interest for Public Local Transport

Within the framework of the continuously open funding program "Measures in the Other State Interest for Public Local Transport", project-related personnel deployments and material resources are supported in North Rhine-Westphalia to sustainably improve quality, safety, and service in public local transport (ÖPNV). Eligible for funding are districts, municipalities, municipal associations, special-purpose associations, as well as public and private transport companies. The responsible ministry decides individually on eligibility for funding, funding rates, and the amount of the grant. Initiatives aimed at increasing the attractiveness of public local transport, including mobility digitalization, climate protection initiatives, or quality campaigns, are considered special state interests. The ongoing application process enables flexible planning and implementation of infrastructure, smart city, and digitalization projects without fixed deadlines.

Only expenses for personnel costs and material resources are eligible for funding. A prerequisite is a measure classified as eligible for funding according to § 14 ÖPNVG NRW, as well as proof of secured own financing. For the application, the "Model Annex 12" to § 14 ÖPNVG NRW must be used; essential documents include a meaningful project description, a detailed financing plan, and proof of own funds. The evaluation criteria are funding eligibility according to ÖPNVG NRW and the project's financing structure. Upon successful approval, a grant notification is issued, which specifies disbursement modalities as well as the rights and obligations of the grant recipient. This funding initiative of the State of North Rhine-Westphalia contributes to the sustainable expansion of public local transport and strengthens its social and ecological significance.
