The Rental Housing New Construction Program for Households with Urgent Housing Needs in Hamburg offers long-term, low-interest loans as well as one-time and ongoing subsidies for the construction, alteration, or expansion of affordable rental housing. Funding is provided not only for land acquisition and new housing construction but also for barrier-reduced basic equipment, energy-saving and sustainable construction, barrier-free facilities, communal spaces, elevator systems, and parking spaces for motor vehicles, bicycles, car-sharing, and e-mobility. Additional modules include compact and solid brick construction projects, location-specific special construction costs, competitions, and supplementary financing grants. The occupancy and rent price restrictions are secured for a period of 40 years to ensure permanent affordable housing for households with urgent housing needs.
Eligible applicants are primarily households with urgent housing needs holding a valid urgency certificate, as well as investors and landowners who can demonstrate ownership or hereditary building rights of land and typically possess an equity ratio of 10–20%. Prerequisites include secured overall financing, proven financial capacity and reliability, as well as compliance with requirements regarding apartment sizes, floor plans, and construction execution. The occupancy and rent price restrictions are contractually stipulated, as are the specific requirements of the selected funding modules. Applications can be submitted at any time before construction begins to the Hamburg Investment and Development Bank (IFB Hamburg), enabling flexible entry into housing promotion.
