Description
The Lower Austria Housing Promotion for Home Renovation supports private owners of single- and two-family houses as well as terraced houses in Lower Austria with energy-efficient modernizations. Funding is provided for comprehensive thermal-energy renovations and selected individual measures on buildings up to 500 m² of usable living space, as well as the creation of up to two additional residential units through extensions, conversions, or infills. The basis is a 4% annuity subsidy for the repayment of a bank loan over 10 years. Eligible measures include thermal insulation of facades, roofs, and basement ceilings, replacement of windows and front doors, installation of heat pumps, photovoltaic and solar systems, residential ventilation systems with heat recovery, heating systems using biogenic fuels, or district heating connections. Excluded are open fireplaces, gas and oil heating systems without renewable coupling, purely surface coatings, and battery storage for photovoltaic systems. The eligible scope is determined via a points system: criteria include improvement of the energy performance indicator, extent of thermal insulation, integration of renewable energies, barrier-free accessibility, and location quality in depopulating municipalities.
Applications can be submitted at any time; the deadline for application is no later than one year after the start of construction of the planned renovation measures. Funding prerequisites are proof of ownership in Lower Austria, an energy certificate (for overall or individual measures), and the legally binding building permit. The funding application must include the application form, building data sheet, municipal confirmation, energy certificate, building permit along with submitted plans, as well as final accounting documents and proof of main residence. The regional department reviews eligibility for funding according to technical and economic criteria before approving the subsidy.
