Description

The personnel cost subsidy for the expansion of the early childhood education and care services for children under three years old in Upper Austria supports legal entities operating crèches – including municipalities, associations, parishes, religious communities, individuals, and companies. Funding is provided exclusively for personnel costs to improve the caregiver-to-child ratio from currently over 1:4 to a maximum of 1:4 and to extend the opening hours for children under three to VIF-compliant times. The measure runs from 01.09.2022 to 31.08.2027 and is granted in the form of a direct subsidy to ensure reliable, high-quality, and needs-based care.

For approval, additionally employed staff must be qualified as assistants or pedagogical specialists. VIF-compliant opening hours require at least 45 hours per week, daily care periods of 9.5 hours each on at least four days, and a year-round offer over at least 47 weeks including meal provision. Applications must be submitted via the KBEweb application before the implementation of the measure; specific deadlines and procedures are announced annually by circular. The funding application must include detailed information on the personnel and care situation as well as the planned opening hours. This funding makes a significant contribution to strengthening early childhood education and alleviating the burden on families in Upper Austria.
