Funding objective

Description

Qualifications for the Long-Term Unemployed and Unemployed (ESF+ 2021–2027) is an innovative funding program of the Free State of Bavaria, supported by the European Social Fund Plus (ESF+), aimed at sustainably improving the professional and social integration of long-term unemployed and disadvantaged unemployed individuals. The focus is on vocational qualification measures offered in combination with socio-pedagogical support and individual activation services. The program targets educational institutions, public entities, and companies that design qualified projects and implement them in Bavaria. Subsidy funding is provided, covering up to 50% of eligible costs from ESF+ funds and an additional up to 20% from state funds.

The funding measure is distinguished by its targeted alignment with the needs of the regional labor market and promotes the acquisition of professional key qualifications. Projects to be applied for must demonstrate a combination of vocationally oriented further training and socio-pedagogical support to reduce barriers to placement and facilitate re-entry into the primary labor market. In addition to personnel costs, material costs, travel expenses, and costs for socio-pedagogical support can also be considered eligible expenses. A prerequisite for funding is that participants—regardless of gender—are long-term unemployed or receive unemployment benefits or citizen’s income and possess an adequate language proficiency level.

The project duration generally spans a period of four to nine months, with smaller measures involving eight to ten participants also possible. For application, a detailed concept with a clearly structured project plan and concrete target figures must be submitted—this is done exclusively via the ESF Bavaria 2021 online portal. The selection of projects is the responsibility of the Bavarian State Ministry for Family, Labour and Social Affairs, which is also responsible for the evaluation and monitoring of the projects. This funding program aims not only to strengthen individual employability but also to contribute to comprehensive social and economic integration in Bavaria.
