Funding objective
The funding supports Bavarian municipalities in the expansion and improvement of cycling infrastructure. The goal is to make cycling safer, more attractive, and more efficient, thereby contributing to sustainable mobility and climate protection in the Free State of Bavaria. The program is an important component in implementing the objectives of the Bavarian Cycling Act and the climate strategy of the Bavarian State Government.

Funding requirements
- Measures must serve the objective of the radio initiative and comply with applicable legal regulations (in particular budgetary principles of economy and efficiency)
- Projects must not commence before approval, except with written consent for early start of measures
- Preliminary (planning) services already rendered cannot be counted as eligible costs
Description
The funding program "Radoffensive Klimaland Bayern" of the Free State of Bavaria supports municipal authorities in the targeted expansion and qualitative improvement of cycling infrastructure. The goal is to make cycling safer, more attractive, and more efficient, thereby making a key contribution to sustainable mobility and climate protection throughout the Free State. As an essential component of the Bavarian Cycling Act and the State Government’s climate strategy, the Radoffensive funds a variety of measures: from feasibility studies and planning services (HOAI service phases 1–4) to concrete construction projects, including traffic engineering equipment and lighting systems. The expansion or widening of existing cycle paths can also be supported with grants.
Municipal bodies in Bavaria can receive grants of up to 80% of eligible costs, provided the measures serve the funding objectives and comply with applicable budgetary regulations. Early commencement of measures is only permitted with written approval; however, planning services already submitted will not be considered eligible costs. Applications must be submitted by September 1 for the following year to the responsible district government and should be coordinated technically in advance. Processing is carried out in accordance with the guidelines for grants of the Free State of Bavaria for municipal road and bridge construction projects (RZStra). The Radoffensive enables Bavarian municipalities to implement innovative cycling solutions and to sustainably strengthen cycling traffic.
