Funding objective

The goal is a high-quality, safe, and efficient cycling infrastructure in both urban and rural areas.

Description

The special program "City and Country" promotes the expansion of a modern, human-centered cycling infrastructure in urban and rural areas of Bavaria. Public institutions such as states, districts, municipalities, and municipal associations can apply for funding in the form of a grant as the responsible authorities for road construction. The goal is to create a safe, seamlessly planned network with minimal delays that efficiently supports both everyday and commuter traffic and contributes to climate protection. By the end of 2030, investments in the construction, conversion, and expansion of comprehensive cycle paths, bicycle streets, cycle path bridges, and underpasses are to be realized. Parking facilities, bicycle parking garages, as well as traffic-technical optimization measures such as separate traffic light phases and the development of integrated cycling concepts are also eligible measures.

A prerequisite for the grant (75%–90% of eligible costs) is a construction-ready plan without an initiated investment project, secured land acquisition, and full implementation by the end of 2030. Projects must be technically flawless in terms of traffic, economically efficient, and sustainably operated—including winter maintenance—and must provide demonstrable benefits for everyday and commuter traffic. Tourism use alone is not sufficient; instead, integration into an overall transport concept or at least an independent cycling concept is required. Applications can be submitted at any time to the district governments. After positive review by the district governments and prioritization by the State Ministry for Housing, Construction, and Transport, funds are requested from the Federal Office for Logistics and Mobility. The entire process is accompanied until proof of fund utilization. A design draft in accordance with the Guidelines for Design in Road Construction (RE) must be attached to the funding application.
