The Investitionsbank Schleswig-Holstein (IB.SH) offers a permanent funding opportunity for public facility sponsors in Schleswig-Holstein through the Implementation and Financing Concepts program. The aim is to provide comprehensive support for infrastructure projects through detailed economic feasibility studies and lifecycle analyses. Public project sponsors and procurement offices at the federal, state, and municipal levels, as well as public enterprises, thereby receive transparent decision-making support regarding investment and follow-up costs. Proven methods and recognized standards are used to comparatively prepare implementation variants, financing models, and qualitative aspects such as CO₂ emissions over the operational lifecycle. The consulting is provided by experienced practitioners from the IB.SH Infrastructure Competence Center and results in a well-documented report format that takes budgetary regulations into account.
Eligible for funding are public facility sponsors and procurement offices in Schleswig-Holstein. The funding is provided in the form of a grant; inquiries and consultation appointments can be made at any time. Services include site comparisons, variant analyses in municipal building construction (renovation vs. new construction), procurement models (turnkey and lifecycle models), cost-effectiveness comparisons of measures, as well as utility value analyses. Additionally, training sessions for project managers are available, along with an MS Excel tool for calculating investment and follow-up costs.
