Description

This funding measure aims to establish regional subsea cable hubs in each EU marine basin to enhance threat detection and the operational security of critical infrastructures. Public institutions and companies can receive a grant of up to 100% to gradually build hubs that serve as central platforms for exchanging highly sensitive information and consolidating data. National cybersecurity coordination centers, competent authorities (e.g., CSIRTs), as well as private cable operators and other stakeholders, collaborate on mechanisms for the rapid dissemination of threat information, sensor data analysis, and, if applicable, the integration of satellite or drone capabilities. The focus is on developing innovative concepts for cooperation, information exchange, and situational monitoring that significantly increase the security level of subsea cables.

Preparatory activities, ongoing operational and personnel costs, as well as the acquisition of infrastructure, tools, and services for threat detection are eligible for funding. The maximum grant amount is approximately €3 million, with applications accepted from 28 October 2025 to 31 March 2026 (17:00 Brussels time). Participating organizations from EU Member States must comply with the requirements of Article 12 of Regulation (EU) 2021/694 and the NIS2 Directive and submit, alongside the standard form (DEP), an Ownership Control Declaration. Proposals will be evaluated based on their degree of innovation, relevance to cable resilience, and the design of cooperation and information exchange mechanisms. This initiative makes a significant contribution to the protection and resilience of Europe’s digital connectivity.
