Description

The funding call supports Horizon Europe Innovation Actions aimed at strengthening the autonomous access of the European Union to space. To this end, EU-based launch facilities are to be established and further developed to reduce dependence on non-European providers and to diversify the commercial space service landscape in Europe. The funding targets legal entities based in EU Member States, Norway, or Iceland, as well as EU-based space launch service providers, who, together with industry, research institutions, and public bodies as consortium partners, develop and operate innovative ground launch facilities. Personnel costs, material costs, travel expenses, equipment costs, and construction costs are eligible for funding over a project period of up to 36 months, with a funding rate of up to 70% and a funding amount between EUR 10 and 15 million.

The quality and feasibility of the projects will be evaluated based on their level of innovation, strategic relevance for European autonomy, and risk management. A particular focus is placed on synergies with existing national and ESA activities as well as on the integration of modern industry standards. Applications are possible until 3 September 2026. Interested companies, universities, or public institutions must be established in the EU and can submit their applications electronically. To fulfill the strategic objectives of EU infrastructure policy, consortia are expected to comprehensively advance the development of launch integration, control centers, fueling, and safety facilities, thereby making a sustainable contribution to the independence and competitiveness of the European space sector.
