With the RISA funding for unsealing, the Free and Hanseatic City of Hamburg supports the unsealing of sealed surfaces for climate adaptation, heavy rain protection, health protection, and the preservation of biodiversity.

Funding requirements

Description
With the RISA Unsealing funding, the Free and Hanseatic City of Hamburg supports owners and leaseholders of residential and non-residential buildings in converting sealed surfaces of 10 m² or more into permeable soil structures and near-natural greening. In the areas of energy efficiency & renewable energies, climate protection, infrastructure, urban development, as well as environmental and nature conservation, voluntary measures are supported with a non-repayable grant amounting to 30% to 50% of eligible expenses – up to a maximum of €25,000 per property. The initiative aims to make the city more climate-resilient, improve heavy rain preparedness, strengthen health protection, and secure biodiversity in urban areas in the long term.
Funding is provided for the removal of sealed surfaces of 10 m² or more, the proper disposal of materials, the construction of a permeable, infiltrating soil base, and the subsequent greening. Permeable paving materials such as infiltration stones or grass joint pavers are not eligible for funding. The digital application must be submitted before contract conclusion and must be completed within three months after the offer submission, including proof of ownership, site plan, and required authorizations. After positive review by the Hamburg Investment and Development Bank (IFB Hamburg), the measures may commence. Subsequently, an informal application for reduction of the stormwater fee can be submitted to HAMBURG WASSER. With a funding rate of up to 50%, this program offers owners and companies an effective opportunity to ecologically enhance private properties and make a sustainable contribution to Hamburg’s future-proof urban development.
