Description

With the RISA Infiltration Funding, the Free and Hanseatic City of Hamburg promotes the natural management of stormwater. Funding is provided for the planning and construction of surface infiltration systems, infiltration swales, and swale-trench systems on private and commercial properties. The goal is to strengthen groundwater recharge, secure long-term drinking water supply, and promote Hamburg’s climate-resilient development as a sponge city. Financial support is granted as a non-repayable subsidy amounting to 30%–50% of eligible expenses, but no more than €25,000 per project. In this way, sewer systems are relieved, and an important contribution to urban climate protection is made.

Eligible applicants are owners and leasehold holders of existing and new buildings, as well as companies and other organizations in Hamburg. A prerequisite for funding is the submission of the application before the start of the measure; the start is already considered the conclusion of supply or service contracts. The connected surface area must be at least 20 m², and a water law permit or notification confirmation for the infiltration system is required. Additionally, proof of ownership, site plan, cost estimate, and, if applicable, a power of attorney from co-owners must be submitted. Implementation must be voluntary, without an existing legal obligation to infiltrate. Applications can be submitted continuously via the eApplication portal of the Hamburg Investment and Development Bank (IFB Hamburg) and must be fully submitted within three months. After positive review, approval is granted so that the planned measures can be implemented promptly.
