The program "Clean Heating for All 2024" supports low-income private individuals in Vienna in converting fossil fuel heating systems (oil, gas, coal, night storage and direct storage heaters) to climate-friendly solutions. Funding is provided for connection to a climate-friendly or highly efficient local/district heating network, alternatively for the installation of a central wood heating system or a heat pump. Applicants must be owners of a single-family, two-family, or terraced house with their main residence in Vienna and fall within the lowest income third (net income up to €1,904 per month for single-person households). Prerequisites for application are a free energy consultation, registration on the platform sauber-heizen.at, installation by authorized professionals, and invoices issued to the applicant and the site address. Eligible costs include planning, materials, installation, dismantling, disposal, and energy consulting services, with a funding rate of 100% and technology-specific cost ceilings up to €37,252.
The funding campaign is continuously open with no deadline. After registration, income verification is conducted by the state funding office, followed by the mandatory energy consultation. This is followed by the submission of the funding application and finally project implementation within twelve months. The final accounting requires the commissioning confirmation, the fully completed final accounting form, and all invoices related to the heating system replacement. Evaluation criteria include income situation, technical feasibility, and climate-friendliness.
