Description

The grant program in Saarland supports the creation of barrier-free rental housing according to DIN 18040-2 in new construction and comprehensive renovation or modernization measures. Public institutions, companies, and private individuals acting as builders in the region who newly construct barrier-free and fully wheelchair-accessible apartments (R-standard) or adapt existing ones with substantial construction effort can continuously submit applications to the Saarländische Investitionskreditbank AG (SIKB) before the start of construction. The goal is to provide affordable and needs-based rental housing for people with limited mobility as well as for households with a housing entitlement certificate, thereby strengthening inclusive cohesion in urban development and housing construction. This funding also sets impulses for sustainable neighborhood development and barrier-free infrastructure projects.

Eligible expenses include construction and planning costs, barrier-free equipment according to DIN 18040-2, and ancillary construction costs; luxurious extras, apartments outside Saarland, or fossil fuel heating systems are considered non-eligible. The grant amount depends on the size of the living area: new buildings receive up to €700/m² (barrier-free) or €800/m² (R-standard), modernizations up to €650/m² or €750/m² respectively. Funding is conditional upon compliance with maximum living area limits, rent and occupancy restrictions, as well as priority rental to wheelchair users, elderly, or care-dependent persons. Allocation is based on criteria such as the extent and standard of the barrier-free area, cost and financing structure, and social commitments. Project description, financing plan, building permit, proof of equity, as well as application forms from SIKB and the housing entitlement certificate must be submitted continuously. Submissions can be made without a fixed deadline before the start of construction. This model offers attractive incentives for the creation of barrier-free rental spaces and strengthens commitment to inclusive housing promotion.
