Since 1971, urban development funding in Bavaria has supported municipalities, private individuals, and public institutions in the sustainable renewal of urban and rural areas. As a continuously available grant measure from the state, federal government, and EU, it aims to secure and further develop the functionality, structure, and appearance of city and district sections in the long term. Funding is provided for preparatory studies, urban development concepts, planning, as well as measures such as land acquisition, infrastructure development, modernization, new construction, and replacement buildings. Additionally, community facilities and follow-up institutions, compensatory measures, neighborhood management, and municipal funds can be co-financed. Owners and investors in designated renewal areas receive cost reimbursements, provided the projects align with municipal objectives and an early start of measures has been approved.
The funding purpose includes the sustainable strengthening of inner cities and town centers with particular attention to climate and monument protection, green-blue infrastructure, and accessibility. Vacant areas are reactivated for residential and workspaces, social grievances are eliminated through targeted urban development interventions, and rural communities are networked through supra-regional cooperation.
