The guideline “Urban Development Funding Brandenburg (StBauFR 2021)” is aimed at public institutions in Brandenburg that wish to preserve, renew, and further develop urban districts and local areas in terms of function, structure, and design. Funding is provided for comprehensive urban development measures, ranging from analysis and preliminary investigations to urban development target planning, as well as planning and construction measures, modernization, maintenance, infrastructure facilities, and open spaces. Typically, up to 66.6% of eligible expenses are granted as subsidies, equally shared by the federal government, the state, and the municipality. The funding avoids unnecessary new land consumption, focuses on resource-efficient urban renewal, and combines aspects of inner development with climate protection, heritage conservation, and barrier-free mobility offerings. An accompanying discretionary fund enables active participation of citizens and civil society actors in supporting measures.
A prerequisite for a funding application is a current Integrated Urban Development Concept (INSEK) and an urban development target plan derived from it, in which the intended comprehensive measures are located and strategically justified. The comprehensive measure must be included in a state urban development funding program, municipal co-financing must be secured, and the specific demographic, social, and climate protection-related framework conditions must be taken into account. Funding applications can be submitted at any time to the State Office for Construction and Transport (LBV). Required documents include, among others, the INSEK, target plan, key points paper, project description, financing plan, and municipal resolution. The flexible funding rates and continuous application process enable municipalities throughout Brandenburg to pursue sustainable and integrated urban development.
