Description

The Bavarian State Ministry for Housing, Construction and Transport supports urban renewal measures throughout Bavaria within the framework of the Urban Development Promotion Guidelines (StBauFR). The goal is sustainable urban and local development that revitalizes inner cities and town centers, further develops socially and ecologically disadvantaged urban and local areas, and compensates for functional losses caused by brownfields and vacant buildings. Both classic aspects of urban planning and smart city approaches play a role in promoting modern infrastructure and the digital networking of regional structures.

Bavarian municipalities with a formally designated renewal area can apply for grants within the annual state programs. A prerequisite is an integrated urban renewal concept (ISEK) as well as the use of financial aid according to the special urban development law of the Building Code. Eligible expenses include preparatory and regulatory measures such as land acquisition and land consolidation, modernizations and new developments, replacement buildings, as well as community facilities and follow-up institutions. The funding rate amounts to 60% of the eligible costs of individual measures, up to a maximum of 50% of the costs of the overall measure. Municipalities may supplement the grants with their own funds and pass them on to third parties. For the application, the application forms of the Bavarian State Ministry, proof of the formal designation of the renewal area, and the ISEK must be submitted. The district governments in Bavaria coordinate the multi-stage procedure and provide information on the specific deadlines for submitting all documents.
