Description

The subsidy for de-sealing measures supports the conversion of areas sealed over 100 m² into natural, water-permeable spaces within the city of Villach, Carinthia. With a flat rate of €50 per fully de-sealed square meter or €30 per square meter for partial de-sealing, private owners, building rights holders, and tenants (with the consent of the landowners) can receive funding up to a maximum of €10,000 gross. The goal is to reduce surface runoff, strengthen biodiversity, and mitigate urban heat island effects. The measure must begin after January 1, 2025, be implemented within 11 months, and be maintained for at least 15 years. Applications can be submitted online from January 2, 2025, with a funding rate of 70% of eligible investment costs.

Eligible costs include demolition work, disposal, soil replacement, peat-free substrate, perennial plants, permeable ground coverings, edging, irrigation systems, and cisterns. Non-eligible costs include garden tools, planting troughs, own labor, paved paths, terraces, or furnishings. A prerequisite is that the sealed area is older than 15 years and that no similar funding has been claimed for it in the past 15 years. Required documents include a description of the investments, cost estimate, official approvals, property plan or sketch, photos of the current situation, visualization including plant selection, soil structure and greening description, dimensioned plan documents, as well as invoices, proof of payment, before/after photos, and a brief report. The measure must be implemented and accounted for by November 30 of the year of provisional approval at the latest.
