Description

The funding call “Support to the development and certification of EU Digital Identity Wallets” is aimed at consortia consisting of public authorities, national accreditation or conformity assessment bodies, and providers of digital wallet solutions within the EU. The objective is the joint development, certification, conformity testing, and issuance of EU Digital Identity Wallets for all Member States by the end of 2026. The funding guideline grants a subsidy of up to 50% of eligible expenses, including personnel costs, subcontracting, travel and accommodation expenses, equipment depreciation, and other material costs. Applicant consortia must demonstrate at least five independent partners from two EU Member States and provide prior experience in digital identity or cross-border IT projects. The project duration is 24 months, with the application deadline on 15 January 2026, 17:00 (Brussels time). Selection is based on criteria of relevance, feasibility, and impact.

Projects develop modular wallet solutions, design common national certification schemes, and conduct procedures for the accreditation of conformity assessment bodies. They ensure vulnerability assessments as well as incident management and work closely with EU reference implementations. The required outcomes include at least two certified EU Digital Identity Wallets as well as a concept for sustainable operation and scalability. Consortia also submit a communication and exploitation strategy and involve all relevant stakeholders. Special attention is given to public procurement procedures within the framework of the European Business Wallet: digital tendering processes using verified EUDI data flows are to be tested. Interested entities can submit all necessary documents – including application form parts A and B, declaration of legal representation, security questionnaire – electronically via the EU Funding & Tenders Portal by the deadline.
