Funding objective

Support for innovative systems and technologies for converting existing district heating and building heating systems to low-temperature operation with the aim of increasing the use of renewable energies and waste heat as well as reducing the heat demand of existing residential units.

Description

The EU-wide funding initiative supports demonstration projects for the conversion of existing residential buildings with multiple housing units to low-temperature heating solutions. Municipal authorities and local governments from at least two different EU Member States or associated countries jointly develop innovative low-temperature systems together with research institutions and industry partners. As a spearhead, a partner city of the EU Mission "Climate-Neutral and Smart Cities" must participate and formalize cooperation with the Cities Mission Platform through a Memorandum of Understanding. Eligible beneficiaries include public institutions, non-profit organizations, and companies. The objective is to increase the share of renewable energies and waste heat, reduce heat demand in old buildings, and validate solutions under real conditions in two different climate zones. The funding rate is up to 70%, with a maximum funding amount of €6 million per project, covering personnel and material costs, travel expenses, and subcontractor services. Property purchases and ongoing operating costs are excluded. The application deadline is 08.10.2026, project start from 04.02.2026, and applications must be submitted online.

Evaluation is based on the level of innovation, climate impact, and implementation quality. Requirements include a clear division of work into work packages, a detailed project description, financing plan, consortium agreement, and short CVs of the project leaders. The collaboration should be reflected in the financing plan and work program, identify risks, and provide robust monitoring and control mechanisms. With a maximum funding rate of 70%, attractive incentives are created to test efficient, digitally controlled heating concepts in the existing housing stock. Interested municipalities and authorities are given the opportunity to advance their climate protection plans and scale innovations in housing supply across Europe.
