Funding objective
The Free State of Bavaria supports applicants in the substantive concretization of their project idea, the preparation of detailed work and cost plans, the establishment of transnational partnerships, as well as the sustainable use of project results up to submission readiness in the EU programs Alpine Space, Danube Transnational, Central Europe, North-West Europe, and Interreg Europe with funds from the European Regional Development Fund (ERDF).

Funding requirements
- Located in Bavaria and approved according to the respective EU cooperation program
- Submission of the project application together with partners from at least two other states participating in the program in English
- Project must demonstrate a clear added value for the spatial development of Bavaria in accordance with the State Development Program 2013 (equivalence, sustainability, demographic change, climate change, competitiveness)
- Cross-border added value through transnational cooperation
- Personal consultation by the responsible departments in the Bavarian State Ministry for Economic Affairs, Regional Development and Energy or the Bavarian State Ministry for the Environment and Consumer Protection and, if applicable, the National Contact Points

Description
The Bavarian Program for Project Preparation supports the substantive concretization of project ideas as well as the creation of detailed work and cost plans for transnational EU cooperation projects in the Alpine region, Danube region, Central Europe, Northwestern Europe, and within the interregional Interreg framework. It covers key thematic areas from research & innovation through energy efficiency & renewable energies, environmental and nature conservation, smart cities & regions to digitalization and rural development. In addition to planning services, funding is provided for measures aimed at the sustainable use of project results, the establishment of transnational partnerships including travel expenses, as well as external consulting services. With a funding rate of 60 to 90 percent of eligible costs and a maximum amount of 18,000 euros per project, the measure offers attractive start-up financing. Project applications can be submitted continuously until the end of the funding period, as long as budgetary resources are available.
Eligible to apply are public and scientific institutions, companies, interest groups, as well as other non-profit organizations based in Bavaria and approved under the aforementioned EU programs. A prerequisite is the submission of the application in English together with partners from at least two other participating countries. The project must ensure a clearly identifiable added value for the spatial development of Bavaria in accordance with the State Development Program 2013, particularly in the areas of equivalence, sustainability, demographic change, climate protection, and competitiveness, and create cross-border synergies. Evaluation is based on the contribution to regional development goals, the substantive quality of the concept, and the consistency of the partnership structure. A personal consultation with the responsible departments of the State Ministries for Economic Affairs, Regional Development and Energy, as well as for Environment and Consumer Protection, is mandatory prior to application submission.
