Funding objective

Financial assistance from the state of Rhineland-Palatinate and the federal government for the remediation of direct damages to public infrastructure resulting from the flooding and heavy rainfall on July 14 and 15, 2021, in the districts of Ahrweiler, Bernkastel-Wittlich, Cochem-Zell, Eifelkreis Bitburg-Prüm, Mayen-Koblenz, Trier-Saarburg, Vulkaneifel, as well as in the independent city of Trier. Funding is provided for structural restoration measures and preventive flood protection measures in areas such as urban and social infrastructure, transportation, water and waste management, flood protection facilities, rural infrastructure, and cultural institutions.

Description

The funding program “Reconstruction RLP 2021 – Municipalities and Other Public Infrastructure Operators” is aimed at public institutions, companies, and non-profit foundations in Rhineland-Palatinate that suffered significant damage to municipal infrastructure due to the flooding on July 14 and 15, 2021. The objective is the permanent elimination of immediate flood damage and the strengthening of the resilience of public institutions in areas such as urban and social infrastructure, transport, water and waste management, as well as flood protection facilities. Funded measures range from the restoration of structural facilities to demolition and cleanup work, as well as sustainable planning, accompanying consulting, and knowledge transfer costs. Grants cover 80 to 100 percent of eligible expenses; the co-financing shares of private infrastructure operators and non-profit providers of social services can be increased up to 100 percent.

The Supervisory and Service Directorate (ADD) accepts applications until June 30, 2026. Municipal authorities, municipal associations, as well as non-municipal operators of educational, sports, health, and other infrastructure facilities may receive funding, as well as legal entities and municipally affiliated companies. A prerequisite is proof of causality of flood damage, integration of the measure into a district-wide action plan, and compliance with structural and technical standards. Eligible expenses include, among others, monument-appropriate restorations, replacement new constructions, furnishings and equipment, as well as temporary protective measures. Federal and state governments provide financial resources to implement sustainable reconstruction and precautionary concepts in the affected municipalities.
