The program supports small and medium-sized enterprises as well as self-employed individuals in Berlin in the electrification of their vehicle fleets through grants for consulting, the purchase or leasing of commercially used electric vehicles, the establishment of stationary charging infrastructure, and measures for corporate mobility management.

Funding requirements
- EU SMEs or self-employed persons with business registration or comparable proof
- Registered office, place of business, or branch in the state of Berlin
- Proof of the necessity of a motorized vehicle for commercial, non-profit, or freelance activity
- For taxi subsidies: valid taxi license (PBefG §§ 2, 9 ff.)
- Electricity supply for charging infrastructure must be 100% from renewable energy sources

Description
Business-Oriented Electromobility (WELMO) is a grant program of the State of Berlin that supports small and medium-sized enterprises as well as self-employed actors in transitioning to low-emission fleets. Funding is provided for the purchase or leasing of electrically powered vehicles, the establishment of stationary charging infrastructure, and comprehensive potential and implementation consulting. The extensive consulting offer includes a one-day potential consultation to determine suitable drive technologies and charging requirements, as well as a multi-day implementation consultation for concrete integration planning and grid connection coordination. Applications via a first-come, first-served procedure are possible electronically from July 15, 2025 to December 31, 2025. With grants ranging from 25% to 80% of eligible expenses and maximum amounts of up to €15,000 per electric vehicle or €30,000 per fast-charging point, the electrification of commercial mobility is actively promoted.
Eligible for funding are companies according to the EU SME definition and self-employed persons with headquarters, business premises, or branches in Berlin who require motorized vehicles for commercial, non-profit, or freelance purposes. A binding period of 12 months for vehicles and charging infrastructure as well as 100% electricity consumption from renewable energy sources are prerequisites. Applications require, among other things, business registration, proof of consulting, vehicle and charging infrastructure offers, and for taxi subsidies, a valid concession and DIN 75078 certification. Approval and disbursement take place after formal review as a non-repayable grant. This initiative makes a decisive contribution to the mobility transition and to achieving the climate protection goals in the capital.
