Description
The housing promotion program in the state of Rhineland-Palatinate enables the climate-appropriate modernization of rental apartments allocated to households with a housing entitlement certificate. With low-interest loans of up to 175,000 euros per apartment and repayment grants of up to 40%, the program supports measures for sustainable energy and water savings, barrier-free conversion and expansion according to DIN 18040 Part 2, the use of renewable energies, and improvements to the residential environment. The goal is to create and secure affordable, future-proof housing for low-income households in Rhineland-Palatinate.
Eligible for funding are owners or legally entitled users of rental apartments who comply with the space and income limits and ensure the prescribed occupancy and rent restrictions. The loan financing is provided 100% at an interest rate of 1% p.a. with a minimum repayment rate of 2%; special repayments are possible at any time. Repayment grants vary depending on the efficiency house standard and the use of ecological insulation materials; upon reaching the Efficiency House Standard 55, the grant amounts to 40%. Eligible expenses include, among others, barrier-free construction measures, energy-saving modernizations, systems for the use of alternative and renewable energies, enhancement of utility value, maintenance and residential environment measures, as well as consulting and planning costs. Retroactive costs and projects prior to funding approval are not supported. Applications can be submitted at any time before the start of the measure to the Investment and Structural Bank Rhineland-Palatinate; required documents include the ISB application form, housing entitlement certificate, a professional cost estimate, and, if applicable, confirmation from an energy efficiency expert.
