The state of Rhineland-Palatinate and the Investment and Structural Bank Rhineland-Palatinate (ISB) support owners of owner-occupied residential property with low-interest loans and repayment grants for modernization, barrier reduction, sustainable energy and water savings, as well as for the improvement of the living environment.

Description
The housing promotion program of Rhineland-Palatinate grants low-interest loans to private individuals for the modernization and repair of owner-occupied residential property. Applicants with a household income up to 60% above the income limit (§ 13 para. 2 LWoFG) can apply for loan amounts of up to €100,000 for a four-person household plus €5,000 for each additional household member. Funded measures include barrier-reducing construction works (e.g., ramps, stairlifts), energy-efficient modernization (thermal insulation, window replacement), use of renewable energies (solar systems, heat pumps), increase in utility value (extensions, elevator installation), as well as residential environment improvements (playgrounds, green spaces) and consulting and planning costs. A repayment grant of up to 25% of the loan amount is possible if the EH 55 efficiency house standard is achieved; for EH 85, the grant is up to 20%, and without an efficiency house standard up to 15%. Combination with other state funding programs is excluded, and the application must be submitted to the responsible city or district administration before the start of the measures.
Conditions for the grant are: ownership or a real right of use of owner-occupied residential property, application prior to the start of construction, compliance with income limits, and no funding for a modernization project of a secondary dwelling. The loan is generally secured subordinately, fixed at a low interest rate for 20 years, and to be repaid with a repayment rate of 2% plus saved interest; special repayments of up to 10% per annum are possible. Required documents include the completed funding application, proof of income, expert cost estimates, if applicable the confirmation of an energy efficiency expert for EH 85/EH 55, and the SEPA direct debit mandate. Applications can be submitted continuously; there is no deadline.
