Description
Within the framework of social housing promotion in Rhineland-Palatinate, the Ministry of Finance provides low-interest ISB loans as well as repayment grants to create climate-friendly individual, multi-person, and parent-child dormitory places for students and trainees. Funding is provided for new construction and replacement new construction, expansion, conversion, modernization, as well as the acquisition of occupancy rights in corresponding dormitories. Recipients of funding are natural and legal building owners, private owners, and public institutions wishing to build or renovate affordable housing. The loans can be combined with a personal contribution of at least 15% of the total costs, offer ten years interest-free followed by five years at 0.5%, and are supported by repayment grants of up to 50% of the loan amount.
A prerequisite for funding is proof of a sustainable demand at the respective university location as well as compliance with income limits and rent price caps. For new construction projects with more than 60 places, a planning competition is required, and the essential construction expenditure must be at least €1,000 per square meter of living space. Modernization measures to save energy and water up to the Efficiency House Standard 85 as well as climate-friendly renovations are also eligible for funding. Up to €100,000 can be provided per dormitory place; additional climate grants for ecological construction using wood, insulation materials, and renewable energies further increase the funding rate. Interested investors submit the required documents – including statements from the municipality and the specialized ministry as well as confirmations from energy efficiency experts – to the Investment and Structural Bank Rhineland-Palatinate before the start of the measure.
