Funding objective

Grants are awarded from the Disaster Protection Fund to partially offset the operational costs of disaster protection authorities and those obligated to provide disaster assistance in combating disasters, thereby preventing unreasonable burdens arising from the duty to provide disaster assistance.

Description

The Free State of Bavaria reimburses up to 90% of the verifiable deployment costs incurred in the prevention and management of disasters in accordance with the Bavarian Disaster Protection Act (BayKSG) through a non-repayable grant. Funding is provided to public institutions, non-profit organizations, interest groups, and other associations, including disaster protection authorities, fire brigades, voluntary aid organizations, as well as independent and affiliated municipalities. Eligible costs include personnel expenses (including overtime pay and loss of earnings), material expenses such as repair and replacement procurement costs, travel expenses, deployment allowances, fuel costs, catering expenses, external costs for contracted third parties, and special expenses for the care of affected persons (accommodation, supervision, catering, medical care). The prerequisite is that all expenses are directly related in time and substance to a disaster determined by a disaster protection authority, are necessary, appropriate, and efficient, and are clearly and distinctly documented. Own contributions are deducted according to the guidelines; costs already compensated by other means are not eligible for funding.

Applications can be submitted continuously via the official form or the online procedure to the responsible regional government authority. Required are the completed application form, a detailed factual report, and receipts for all expenses. District administrative authorities conduct preliminary reviews for affiliated municipalities, while independent cities, rural districts, and districts submit the application directly to the government. Approval is granted within the framework of the available funds of the Disaster Protection Fund. The objective is to avert unreasonable financial burdens on those obligated to provide disaster assistance and to sustainably ensure operational capability in an emergency.
