Funding objective

Compensation for unreasonable burdens arising from the obligation to provide disaster relief pursuant to the Bavarian Disaster Protection Act. Description

The Free State of Bavaria promotes the partial reimbursement of operational costs for fire brigades, voluntary aid organizations, and other entities obligated to disaster relief through the Disaster Protection Fund, provided these costs were incurred in direct temporal and factual connection with a disaster declared by the disaster protection authority. The aim is to offset unreasonable financial burdens in accordance with the Bavarian Disaster Protection Act by covering up to 90% of the documented personnel and material expenses as well as special costs. Eligible expenses include ongoing services, compensation for loss of earnings, travel expenses, fuel and catering costs, repair and replacement acquisitions, as well as external costs for commissioned third parties, provided these were ordered by the authority or were unavoidable in cases of imminent danger. Expenses already compensated elsewhere are not considered.

Eligible applicants are municipal corporations, disaster protection authorities, and registered non-profit organizations in Bavaria. Funding is provided as a non-repayable grant with a standard funding rate of 80%, and in exceptional cases up to 90% of eligible costs. The co-financing amount varies depending on the size of the entity (up to €7,000 for municipalities belonging to a district, up to €30,000 for districts and independent municipalities). Applications can be submitted continuously via the prescribed procedure or online; comprehensive documentation of all expenses must be provided as proof. Allocation is based on the reasonableness and efficiency of costs as well as the direct relation to disaster response. Decisions are made by the Bavarian State Ministry of the Interior, for Sport and Integration within the framework of available funds.
