Funding objective
The funding goal is the creation and commissioning of new childcare places for children up to school entry age, as well as the preservation of existing places in daycare centers and day care through new construction, expansion, and conversion measures, renovations, initial furnishing, development, and equipment of suitable rooms.

Funding requirements
- Eligible to apply are municipalities and municipal associations as providers of public youth welfare
- Daycare centers must be eligible for funding according to the Child Education Act NRW or be privately commercially operated
- Investment measures in day care only for day care providers who are placed by local providers of public youth welfare or private commercial providers
- No funding for land acquisition

Description
The state of North Rhine-Westphalia promotes additional childcare places in daycare centers and child day care within the framework of the Investment Guideline for Child Daycare. Municipal youth welfare offices, as providers of public youth welfare, receive a non-repayable grant, which is passed directly on to municipal and independent providers of daycare centers as well as to qualified day care persons. The goal is to create and commission new places for children up to school entry age and to ensure the long-term maintenance of existing childcare services. Funding is provided for new construction, expansion, and conversion measures including initial furnishing and development of suitable rooms, renovations to restore operational safety, as well as equipment projects in indoor and outdoor areas. Investment measures in the premises of day care persons, who are mediated by local or private-commercial providers, are also included in the scope of funding.
The grant rate amounts to up to 90% for new construction, expansion, and conversion measures and up to 70% for renovation work; for day care places, a flat-rate funding of EUR 575 per child, up to a maximum of EUR 2,875 per care person, is granted. The acquisition of land remains ineligible for funding. Applications must be submitted on time to the state youth welfare offices of the LWL (Westphalia-Lippe) or LVR (Rhineland) and must include, in addition to the youth welfare office’s application, a financing plan, the provider’s application, a detailed cost breakdown, as well as the cost structures for construction (Annex 4a) and equipment (Annex 4b). Interested municipalities and providers should observe the current submission deadlines of the highest state youth authority in order to benefit from the attractive funding conditions.
