Description

The funding program of the state of North Rhine-Westphalia supports operators of airfields, commercial enterprises, public and private universities, research institutions, municipalities, as well as registered associations in investments aimed at increasing flight safety, environmental protection, and infrastructure in air traffic. Furthermore, it promotes research and development of innovative and sustainable aviation technologies. With its thematic focuses on infrastructure, mobility, urban development, environmental/nature conservation, research & innovation, as well as energy efficiency & climate protection, the program provides a framework for forward-looking projects in non-commercial general aviation. Ongoing funding opportunities in the form of grants enable flexible project implementations within North Rhine-Westphalia.

Eligible expenses include, among others, airfield operational areas and fixed installations, buildings, airfield-related equipment, obstacle clearance, compensatory measures, as well as – under certain conditions – the acquisition of land, planning documents, and expert reports. Investments in innovative aviation products and processes can also be applied for. The funding rate ranges between 50% and 100% depending on the measure. Requirements include, among others, exclusive use for non-commercial general aviation, traffic or regional policy relevance, and coordination with the responsible authority. Large airports with over three million passengers or more than 200,000 tons of freight, as well as locations in immediate proximity to scheduled flight airports, are excluded. Research and collaborative projects additionally require coordination with the responsible department and a cooperation agreement. The application must include a project description, a cost and financing plan, proof of operating authorization, as well as planning documents and expert reports.
