About the funder

The Ministry of Homeland, Municipal Affairs, Building and Digitalization of the State of North Rhine-Westphalia (MHKBD NRW) is a state ministry headquartered in Düsseldorf. It was established in 2017 as part of the Laschet state government and expanded in 2022 to include the area of digitalization. The ministry is responsible for housing policy, urban development, municipal self-administration, monument protection, homeland preservation, and the digitalization of state administration. Well-known programs include: Bau.Land.Partner, urban development funding, promotion of inter-municipal cooperation (IKZ NRW), modernization of residential space, and digitalization of municipal land-use plans.

Mission & Vision

The Ministry shapes equal living conditions and opportunities in urban and rural areas in North Rhine-Westphalia. It promotes sustainable urban development, efficient municipalities, affordable housing, digital administration, and cultural ties to the homeland – for a strong North Rhine-Westphalia.

Target groups

Target groups are municipalities and communities, public institutions, housing associations, private owners, clubs and associations, as well as companies in North Rhine-Westphalia. Funding programs are aimed at locally based actors in the fields of housing construction, urban development, municipal infrastructure, and digitalization.
