Description
The funding program "Alpha Asyl – Literacy Courses for Asylum Seekers" of the Free State of Bavaria supports comprehensive literacy courses for asylum applicants, tolerated persons, and recognized refugees residing in Bavaria for less than two years. Eligible to apply are legal entities under public law as well as non-profit organizations that submit a detailed course concept and ensure a minimum number of three continuously attending participants. The target group comprises foreigners aged 15 and over who are entitled to benefits under § 1 AsylbLG as well as subsidiarily protected persons, excluding individuals from safe countries of origin (§ 29a AsylG). The courses consist of 60 to 200 teaching units (each 45 minutes), of which up to 30% may be conducted digitally. Socio-pedagogical support or general assistance can be extended by up to 40 additional teaching units depending on the course length. Instructors must demonstrate appropriate pedagogical or linguistic qualifications and a basic literacy/primary education qualification (ProGrundbildung) and are required to maintain a class register and participant list.
Up to 90% of the lump-sum total costs are funded; the own contribution amounts to at least 10%. Lump sums are €42.23 per teaching or socio-pedagogical support unit, €50 per project manager hour, €25 for childcare, and €5 for learning materials per teaching unit; indirect costs of up to 12% of eligible direct expenses may be applied. Applications must be submitted to the Government of Lower Bavaria no later than two weeks before the course start. The funding runs until 31.12.2026 and contributes to providing people with limited literacy skills early on with fundamental reading and writing competencies in the German language and strengthening their participation in social life.
