Description

The AVS funding for childminders in Carinthia supports qualified caregivers and their legal entities in offering day care services that comply with the requirements of the Carinthian Child Education and Care Act. From September 1, 2025, applications can be submitted indefinitely. Funding is provided to private individuals, companies, non-profit organizations, and public institutions that demonstrate a contractual agreement with AVS – the Working Association of Social Welfare Carinthia – as well as a corresponding government resolution. The objective of this measure is to establish flexible regional care offerings in small groups to ensure Carinthian children have high-quality access to early childhood education, upbringing, and care, while significantly relieving parents.

The grant covers personnel and administrative costs as well as expenses for quality assurance and pedagogical consulting services. A prerequisite for approval is that exclusively employed childminders with a valid permit under § 45 K-KBBG are engaged and that no own subsidies under § 50 K-KBBG are received. Fees may only be charged for actual additional services at market-appropriate rates, and a minimum level of qualified staff with adequate remuneration must be ensured. The appropriate use of funds must be demonstrated upon request; otherwise, repayment obligations apply. Through this targeted funding, the State of Carinthia contributes to high-quality and continuously available childcare in small groups.
