- A regional need for the respective services must be present.
- The independent provider must have suitable facilities and the necessary material and personnel resources to provide the services.
- The independent provider must be able to economically ensure service provision throughout the entire duration.
- The independent provider must agree to the auditing of its accounts by the state government, commissioned third parties, or the Salzburg State Audit Office.

Description
In the federal state of Salzburg, non-profit organizations are supported that provide both general and gender-specific counseling services for children, adolescents, and parents. The goal is the sustainable promotion of the physical, psychological, mental, and social development of minors as well as the strengthening of parental educational competence. Special emphasis is placed on preventive measures against violence and counseling related to experiences of violence or abuse. The measure supports both basic and individual funding in the fields of social affairs, children and youth, counseling, as well as labor and social welfare, and can be applied for continuously.
Eligible for funding are exclusively non-profit organizations with verifiable regional needs and appropriate factual and personnel resources. Financial security throughout the entire funding period and consent to audits by the state government, commissioned third parties, or the Salzburg State Audit Office are further prerequisites. The application must include, among other documents, a funding request, the most recent annual financial statement, a budget for the funding year, and, for first-time applications, statutes or bylaws. Additionally, project descriptions, cost estimates, and a planned cost calculation are required; further details are provided in the General Funding Guidelines of the State of Salzburg. Since January 1, 2014, the non-repayable grant can be applied for at any time and without limitation.
