Description
The program “Development/Expansion of Research Fields at Upper Austrian Non-University Research Institutions (2022 – 2029)” supports legal entities listed as non-university research institutions in Upper Austria that have no university or COMET center affiliation. The goal is the sustainable development of forward-looking research fields to permanently strengthen the innovation and competitiveness of the research and economic location of Upper Austria. Non-repayable grants are provided for personnel costs, usage costs for R&D-relevant equipment, material costs including low-value assets, third-party costs, as well as an overhead allowance in accordance with the FFG cost guidelines. A prerequisite is the complete implementation of the project in Upper Austria, a coherent project description with research strategy, planned indicators, and a cost, financing, and timeline plan, as well as the execution of a separation accounting according to EU state aid law. Furthermore, the institution’s legal basis must include a sustainable commitment to the common good with a prohibition on profit distribution.
Selection is based on the contribution to the economic and research strategy “#upperVISION2030” as well as the effect on innovation and competitiveness in Upper Austria. Applications must be submitted before the project start, and the funding period runs until June 30, 2027; a project start is possible from January 1, 2022. Evaluation and decision-making lie with the Department of Economy and Research of the Office of the Upper Austrian Provincial Government. The funding creates incentives for future-oriented research and sets sustainable impulses for the regional innovation system to establish Upper Austria as a top location for research and business in the long term.
