Funding objective

Improvement of traffic conditions in municipalities through the promotion of rail lines (elevated and underground railways), cable car systems, refueling and charging infrastructure for alternative drives, as well as rail-bound stations and stops in accordance with § 2 GVFG.

Description

The state of Baden-Württemberg continuously supports municipalities, special-purpose associations, as well as public and private transport companies with grants for the modernization and expansion of local public transport within the framework of the Municipal Transport Financing Act (GVFG). Funding is provided for investment and planning costs (a flat rate of 10%) for rail lines – including elevated and underground railways – cable car systems, as well as refueling and charging infrastructure for alternative drives. Expansion of stations and stops is also subsidized until 2030 to make mobility services more efficient and to achieve the state's climate goals. The funding rate varies between 50% and 90% depending on the measure, with projects always required to comply with the principles of cost-effectiveness and economy.

Eligible to apply are municipalities, districts, municipal associations, as well as private and public transport companies, provided the project is anchored in a local transport plan or an equivalent concept. Required are a completed cover sheet, annexes 1–7, an explanatory report, and a detailed cost and financing plan. Administrative costs as well as the acquisition of vehicles such as buses or rail vehicles are not funded. In the selection process, urgency, cost-effectiveness, and contribution to climate goals are used as evaluation criteria. Applications may be submitted at any time without a fixed deadline to the Regierungspräsidium Karlsruhe – Department 45. This enables sustainable transport projects in Baden-Württemberg and shapes the regional infrastructure for the future.
