Description
The funding program of the Free State of Bavaria within the framework of the municipal financial equalization supports public institutions in Bavaria with new construction, conversion, expansion, and maintenance measures for student dormitories. As a grant for municipal building measures pursuant to Art. 10 BayFAG, it contributes to ensuring a long-term usable and needs-based accommodation for students of vocational schools. With a funding rate of up to 80% of eligible expenses, both new buildings as well as general and partial renovations are supported. The acquisition of existing buildings, including conversion or renovation, as well as accessibility measures following elemental damage, also fall within the scope of funding, provided that the minimum expenditure of €100,000 (or €25,000 for accessibility and elemental damage measures) is met.
An educational supervisory approval of the project is required for the application. The overall financing must be secured, and the municipality must demonstrate sufficient equity. Before construction begins, a technical review of the planning documents takes place, and the measure must not have been started yet. Furthermore, a minimum usage period of 25 years (ten years for temporary buildings) is bindingly stipulated. The amount of the allocation depends on the financial situation of the municipality, taking into account demographic developments, the importance of the project, a supra-municipal catchment area, state interest, and available budgetary funds. Applications can be submitted continuously through the responsible district government. A simple allocation application is sufficient to obtain a tailored financing component for municipal student dormitories and to sustainably improve the living quality for learners.
