Funding objective

Description

The program supports investments in Hesse’s heat networks to make energy infrastructures future-proof, intelligent, and low in CO₂ emissions. Funding is provided both for the modernization of existing transport and distribution pipelines as well as for the construction of new networks in neighborhoods and rural areas. The focus is on increasing efficiency and reducing CO₂ emissions: the projected annual heat feed-in volume from renewable energies or waste heat must increase by at least one kilowatt-hour per euro of funding, and new networks must save at least 50% CO₂ compared to fossil reference systems. Also eligible for funding are integrated systems for regenerative heat generation, intelligent control components, and technical plant renewals to actively advance the green transition. Eligible applicants include companies, universities, municipal authorities, research and scientific institutions, as well as non-profit organizations such as associations, clubs, foundations, and cooperatives with projects in Hesse.

The grant is provided as a non-repayable subsidy from funds of the European Regional Development Fund. The funding rate depends on the project orientation and amounts to up to 30%–45% of eligible expenses for material and overhead costs. Applicants prepare a project outline in advance and submit it digitally via the ERDF portal. After technical evaluation by the Hessen Agency, the assessment is followed by a review by an advisory committee and the formal examination by the Economic and Infrastructure Bank of Hesse. Submissions are possible at any time—a preliminary consultation increases planning security and streamlines processes. The goal is the decarbonization of heat generation, reduction of greenhouse gas emissions, and strengthening of regional value creation in Hesse. Reporting obligations as well as visibility and communication requirements ensure transparency and sustainable impact of the funded projects.
