Description

The state of Upper Austria promotes investment implementation projects for the reactivation of unused buildings and brownfields through the guideline "Promotion of Vacancy Properties (investment measures)." The goal is the sustainable development of local and urban centers as well as the strengthening of housing construction, modernization, regional development, infrastructure, and rural development. Eligible applicants are owners who are natural or legal persons, cooperatives, non-profit organizations, and public institutions, who together with at least one relevant consortium partner demonstrably implement a developed utilization concept and hold a permanent (at least ten-year) right of use. The funding period extends from January 29, 2024, to December 31, 2027; continuous submission of applications is possible.

Funding is provided for construction costs, building materials, external services, and demolition costs with a funding rate of 20% to 25% of the recognized expenses (max. 50,000 euros for eligible total costs up to 200,000 euros, max. 80,000 euros for costs between 200,001 and 400,000 euros). A prerequisite is the integration of the property into the municipal concept for vacancy and brownfield development as well as a detailed cost and financing plan. The funding application must include, among other things, a comprehensive project description with a timeline, proof of input tax deduction entitlement, current land register excerpt or proof of right of use, and an excerpt from the relevant municipal concept. Actors from urban regions use the ATES 2021 e-Cohesion system for digital application submission; in rural regions, the corresponding Upper Austria state forms are available.
