Description
The funding initiative supports municipalities, special-purpose associations, companies, as well as private universities and research institutions in North Rhine-Westphalia in the preparation of investment photovoltaic projects. Funded are feasibility studies, potential and profitability analyses, concept developments, preliminary planning studies, environmental and glare assessments, structural and grid connection examinations, as well as support for land-use planning procedures for the construction or expansion of photovoltaic systems on multi-party buildings and open-space locations. Consulting services must be provider-neutral, independent, and conducted by qualified experts; structural investigations must be carried out by certified structural engineers. The funding, in the form of a grant, covers between 50% and 90% of eligible expenses per proof. The maximum funding amounts range from €35,000 for companies up to €50,000 for municipalities (financially weak local authorities up to 100%). Applications can be submitted via the NRW funding portal until June 30, 2027.
The selection process is based on the criteria of provider neutrality, professional qualification of the consultants, as well as the economic efficiency and relevance of the planned services. A prerequisite for funding is a valid cost estimate, proof of qualified consultants, and a treasurer’s declaration or company and entrepreneur declaration. After a positive application review, approval is granted, followed by contract award and final proof of use. The measure may only be commissioned after receipt of the funding notice. Thus, the program creates a solid foundation for the energy transition in North Rhine-Westphalia by promoting structural and legal preparatory work for a future-proof expansion offensive of photovoltaic systems and preparing climate-protective investments.
