Description
Within the framework of the joint task "Improvement of the regional economic structure," the state of Saxony-Anhalt supports business-related infrastructure projects with grants covering 60% to 90% of eligible costs. Funding is provided, among other things, for the development, expansion, and revitalization of industrial and commercial areas, the connection of businesses to transport and supply networks, tourism infrastructure, educational institutions, wastewater facilities, inland ports, as well as energy infrastructures. Additionally, the funding targets planning and consulting services as well as networking and cooperation measures such as integrated regional development concepts, regional management, and regional budgets. Eligible applicants include municipal authorities, special-purpose associations, public and private educational institutions, as well as companies, particularly small and medium-sized enterprises (SMEs), located in Saxony-Anhalt. Funding decisions are made on an ongoing basis, taking into account special state interests, contributions to regional economic development, sustainable climate protection aspects, job security, and inter-municipal cooperation.
A prerequisite for granting funding is, among other things, that the project has not commenced prior to approval and that the overall financing with own contribution (up to 40% of the costs) is demonstrated. Applications are submitted via the Investment Bank Saxony-Anhalt, which also handles approval and disbursement. Eligible expenses include site preparation, ancillary construction costs (architect and engineering services), construction costs, environmental and contaminated site remediation, as well as marketing costs. Ineligible costs include, among others, land acquisition costs (except for commercial centers and educational institutions), land-use planning, operating costs, financing costs, and deductible value-added tax. Complete applications must be submitted within twelve months of receipt of the confirmation of receipt by IB-LSA. Required documents include the IB form, a technical project description, a financing and economic viability plan, proof of overall financing, site and area plans, as well as letters of intent regarding land use.
